The Department of Public Works (DPW) operates from facilities located at 27 Delta Avenue near the Bay Campground. The DPW provides essential services to City residents throughout the year with maintenance and upkeep of much of the City infrastructure including: City street system, storm water system, cemetery operations, compost site maintenance, and trash / recycling collection.
Other responsibilities include the City GIS system, forestry, and equipment maintenance. We assist other departments, civic groups, merchants, business owners and residents. We also provide mutual aid to other units of government.

The DPW is responsible for the collection of property owner solid waste and recycling. One garbage can (black lid) and one recycling can (blue lid) is provided to each property in the City. These 95 gallon cans are numbered and chipped to allow for tracking. The cans are specially designed to be picked up by our automated truck. Other trash containers cannot be picked up by our truck. The truck that picks up the cans is specialized to allow for automated collection of trash and recycling. A side arm picks up the cans and lifts the trash and recycling into the truck. The arm will then place the can back to its original location. This truck is operated by trained staff that knows the various routes throughout the City and is trained in the proper use of the equipment.
PROPER USE: Cans at least 3 feet apart, in the designated refuse area, away from overhead and surrounding obstructions.

- The solid waste cart has a black lid and the recycling cart has a blue lid.
- They should be placed in the designated refuse area by no later than 7 a.m. on your collection day. Carts placed out after this time will not be picked up.
- The arrow on the cart must point towards the street / alley.
- Ensure that the cart has a minimum 3 foot clearance from any other objects. Do not put the cart near any obstructions including overhanging tree branches or utility wires. During the winter, snow must be removed from around the cart to maintain the 3 foot clearance.
- Do not place any waste / recycling outside of the cart.
- Do not overload the cart! Keep the lid closed to prevent water from collecting, to control odors, prevent animals from removing contents and from recycling making a mess.
- Never place food waste directly into the solid waste container.
- Please remove cans from the designated refuse area within 24 hrs.
- Do not put the recycle and solid waste carts out at the same time.
- Waste oil, batteries, electronic items such as televisions, computers, appliances and yard waste are not permitted for pickup. (see Special Waste at the Delta County Landfill Site for disposal)

- Items prohibited for recycling include but are not limited to glass, food contaminated paper or cardboard, wax-coated boxes, Styrofoam, cereal and cake mix boxes, or oil/antifreeze containers. This is not an exhaustive list this is just a few of the items that are not accepted.

- Items too large for the can and items we cannot take in our cans / truck can be brought to the Delta County Landfill.
- Extra trash and recycling can always be brought to the Delta County Landfill and garbage is charged according to weight, recycling is free.
- Never place garbage into recycling cart. The recycling is sorted by hand at the landfill and keeping it as clean as possible cuts the cost and increases safety for them and the us.
Missed Solid Waste / Recycling
There are a number of reasons your trash or recycling may have been missed, the most common reasons are:
- Can not placed out in a the designated refuse area before 7 am
- Blocked or improper set out of can
- Can too full to be picked up
- Holiday weeks garbage may be a day behind
- Extra weeks in the garbage collection cycle, there is a 4 week collection cycle and some months have 5 weeks.
Contact Utility Billing (906-428-3737 Option 1) and notify them if your can needs to be dropped off or removed. Place your can in the designated refuse area for pick up, if removal is needed. If we are dropping off cans, we will place the cans in the designated refuse area so you know where to place them for pick up. We will deliver or pick up your can as soon as we can, usually within 24 to 48 hrs.
Compost Site and Yard Waste
The City composting site is a collection point for brush and yard waste generated by City activities and by City residents. City residents are responsible for collection and proper disposal of yard waste from their own property. The compost site is available to city residents to dispose of their yard waste. Please do not place leaves or other yard waste in the City Right-Of-Way or streets. The City does not collect any type of yard waste produced from resident properties. Placing yard-waste in streets affects proper storm-water runoff and increases non-point source pollution.
DPW also composts yard waste so it can be recycled. City residents can utilize compost materials produced at the site for their own use free of charge. Only compost can be removed from the compost site, and nothing else. Anything else that leaves the compost site will be considered theft and reported to Gladstone Public Safety.
Non-residents are not permitted to use the site. They should contact Delta County Landfill Compost Site about how to handle yard waste. Commercial haulers and lawn service companies are not permitted to use the site. Anyone caught dumping that is not a City resident will be reported to Gladstone Public Safety.
Only clean yard waste, brush, and tree waste will be accepted. Acceptable yard waste includes leaves, grass clippings, pine cones, acorns, garden vegetation, sod, and soil. Acceptable brush and tree waste includes shrubs, tree branches, ground tree stump, and firewood. Tree waste must be no longer than 5 feet in length and no larger than 6 inches in diameter. Yard waste and brush/tree waste must be separated and placed in the designated locations at the compost site. Place waste as close to piles as you can so others can easily use the site and City staff can better operate/manage the site. The City reserves the right to limit the quantity of brush disposed.
Furniture, construction materials of any nature including lumber, pallets, tree stumps, asphalt, concrete, bricks, rocks, ashes, glass, metal, Styrofoam, animal feces, food waste, or other foreign materials are unacceptable. Plastic bags are not permitted in the compost site. If materials are brought in plastic bags, please empty contents and dispose of plastic bags in a proper disposal location away from the compost site. Anyone caught dumping unacceptable waste in the compost site will be reported to the City of Gladstone Public Safety.
After unloading, please sweep trailers, pickup boxes, etc. clean to maintain street cleanliness and safety.
Currently the site does not have posted hours.
Gladstone has three street classifications: Arterials, Major Streets and Local Streets.
The State of Michigan and Delta County are responsible for the care and upkeep of the Arterials U.S. 2, U.S. 41 and M- 35. The City of Gladstone does mow the arterial streets.
Major Streets make up over 17 miles of our City streets.
The remaining 30.5 miles of primarily residential streets are classified as Local Streets.
The DPW is responsible for maintenance and repair of City streets and alleys and Downtown Development Association parking lots. The work consist of paving projects, pavement maintenance activities such as seal coating and crack sealing, street sweeping, maintaining pavement markings and traffic and street signs, trimming and removing trees within the street right-of-way and maintenance of gravel shoulders and ditches. In the winter, the DPW performs maintenance such as plowing snow, spreading sand/salt and removing snow piles that accumulate.

Storm sewers collect and channel storm water run-off from City streets to our retention areas, ditches, creeks and ultimately to Little Bay De Noc. DPW crews clean and maintain catch basins, storm sewers, leaching catch basins and retention areas. Since storm water is not treated, anything such as oil, pet waste, grass clippings, and leaves, etc. placed into these structures flows into our watershed and ultimately Little Bay De Noc. If you see this happening, please call Public Safety at (906)428-3131. In addition, over-fertilizing lawns can cause excessive non-source point pollution into our watershed. Use of fertilizers with low or no phosphorous is encouraged to protect our watershed. Sidewalks are the responsibility of the property owner. This includes snow removal and replacement.
The City is proud to be a Tree City USA community. The City is committed to providing a sound community forestry program. Trees in the City Right-Of-Way are City property and will be maintained by the DPW and Electric Departments. If a tree is diseased or dangerous to the public, the City will remove the tree. The City adheres to professional arboricultural standards for tree care.
Buildings and Grounds
The DPW is responsible for maintenance of DPW offices and garage, the Downtown Development Association sidewalks and parking lots.
The DPW crew participates in the background of many special events held in the City each year. We cooperate with civic groups and other departments, by providing support for their projects.

The City of Gladstone owns and operates Fernwood Perpetual Care Cemetery. The cemetery is located on the North Bluff and is approximately 40 acres. The cemetery is a public cemetery and residency is not a requirement. The sale of lots consists of family lots (8 lots), single lots and cremation lots. The cemetery is overseen by a Cemetery Committee, which meets periodically to review rules and regulations; violations, rates, etc. Rules and regulations are posted at the entrance of the cemetery and copies are available at City Hall.
